Why won't my doctor sign off on a prior authorization to my insurance company for my prescription?

The doctor doesn't have the authority to make the insurance company pay. That would be like ME, authorizing YOU to pay my car payment. I don't have the authority to do that, as much as I think the car payment needs to get paid.
