Use helmet while biking?

Is there anybody that still can deny the need to ride with a helmet? A club member had a fall, broke the clavicle and 6 ribs, damage to lung and liver. He is still in the hospital after 4 days. The head hit the road hard and the helmet was demolished, yet not head injury. The group was traveling at 23 mph or about 37 km/h.
