Can a deeded boat slip be included in an mortgage appraisal?

I recently got an appraisal on my lake condo and the appraiser did not include my deeded boat slip. Its a 20k differecne. My prop manager said FHA allows deeded boast slips & the appraiser is wrong. Does anyone have any wording on this?
